Police Raid On House In Jalan Desa Ria 2, Taman Desa Finds Weapons, Stolen Goods And Arrests 4.

At midnight on Friday, 19 October 2012, the CID unit of Brickfields Police raided a house at Jalan Desa Ria 2. Arising from this raid, 4 South American nationals believed to be Colombians were arrested. Stolen goods valued in excess of RM500,000 comprising Laptops, Watches, Handbags, Cameras, Jewelries was found together with 4 pieces of firearms. This news has been carried in several newspapers and extensively carried by Harian Metro, 24 October 2012.

This raid was a culmination of 3 months of cooperation extended to the Police by TDP1RA, Rukun Tetangga Taman Desa and in particular the Security Personnel manning the various posts at Phase 1 Taman Desa who acted according to instructions and protocols provided by the Police. For security and public safety reasons, only a small handful of Committee members from both TDP1RA and RT Taman Desa was aware of the surveillance activities that was taking place.

It is no coincidence that after 2 years of ZERO INCIDENTS in Phase 1 that house break-ins coincided with the presence of these individuals. We have informed residents of break-ins since April 2012 to contact the Police Investigating Officer of the case to make arrangements for “stolen goods” identification and recovery thereof.

The contribution of the Security Personnel with the Security SOP in place has contributed  immensely to the successful raid and arrest of the 4 individuals. Without them and the SOP, it would have been difficult to identify the movements, the exact number of suspects and to link them to the bigger syndicate operating out there.

During the raid and capture itself we saw the community spirit of the residents of Jalan Desa Setia, Jalan Desa Ria 2 and part of Jalan Desa Damai  who came out to support the Police in their work. To all of you who came out that night – THANK YOU for your courage and support.

We have said it before and we now say it again, Community Safety & Security is a Collective Responsibility. We are as safe and secure as our weakest link. Our security personnel has been subject to all sorts of abuses from verbal to physical – yes there are residents who have even spat at the guards.

To those residents who do not support the Security Schemes and Initiatives, you are already enjoying security services of some kind without paying a single sen. Please at the very least DO NOT act or do things that will cause the Scheme to fail. NOBODY benefits when the Security Scheme fails which opens up the floodgates to crime.

Taman Desa Phase 1 Residents

Dear Sir/Madam,

Will You Join Us In Protecting Our Community?

I am sending this to you as a member of the Taman Desa Phase 1 residents’ community. I'm sure that you value living in a quiet and peaceful neighborhood, just like we do.

You know, sometimes in order to keep one's community "quiet and peaceful" one has to take action. That's what this letter is all about - taking action - community action.

1.    RENEWAL NOTICE

To whomever yet to renew subscription to the Phase 1 Guarded Neighbourhood Security Scheme for the 9 months period from 1 April to 31 December 2012 can do so by filling up the enclosed form and return together with the payment in a form of bank draft or cheque.

The change from the usual 6 or 12 month subscription has been changed to coincide with the Financial and Calendar Year end of the Association to improve Administrative efficiency and effectiveness. This is also done in consultation and advisory with the Registrar of Societies (ROS).

We will ONLY accept FULL payment for 9 months and NOT any partial payment.

2.    ROAD ACCESS RESTRICTION

Entry point through Jalan Desa Aman has been closed permanently to all traffic starting 01 September 2012. Fencing with proper gates will be installed. Keys to the gate will be given to residents residing nearby the gate for usage during emergency situation.  Patrolling security officer will also be carrying the key to the gate at all time.

We are also proposing to close permanently Jalan Desa Murni to all traffics and are in midst of gaining support from residents in Lorong Desa Murni and a part of Jalan Desa Murni. If we can garner majority support the road will be closed starting 01 November 2012 or Latest by 31 December 2012.

3.   WAVE ACCESS CARD SYSTEM IMPLEMENTATION

We would like to take this opportunity to thank residents of Phase 1, Taman Desa who came to register their objection on the proposed plan to enhance security level within the guarded community scheme by implementing Road Access Restriction and Wave Access Card System.

The Complaint Counter at the Taman Desa Community Centre was open every Sunday between 10.00am to 1.00pm and 2.00pm to 5.00pm starting 24th June to 22nd July 2012.

A total of 22 residents turn up to lodge their protest of which 2 residents withdrew their protest after filling up the objection form. One resident refused to provide complete information in the objection form and at the same provided wrong residence address. From the number of objection received it confirmed that ONLY 5.6% of the total residents within the guarded neighbourhood objected the implementation of new security measures. Therefore TDP1RA is moving forward with the implementation process. We are also pleased to inform that TDP1RA submitted all necessary documents to relevant authorities to notify intention of majority of Phase 1 residents on the new enhance security system.

A contractor has been appointed after going through due process of vetting their quotation and selection was done based on experience, track record, product quality and also pricing.

The new wave card system is targeted to be FULLY in operational by 16 November 2012 and please find enclosed the security subscription application form to subscribe. Only residents subscribing to the existing guarded neighbourhood are entitled to the wave access card and non-subscribing residents are required to subscribe to the scheme first before they are allowed to purchase the wave access card.

The first 2 cards is RM 30.00 each and subsequent cards are at RM 50.00 each. Damage or lost card will be replaced at RM 100.00 each. We are charging this fee just to recoup the Association cost for this system plus the cost for putting up necessary signage at all ingress & egress points.

From 25th October to 15th November 2012 we will accept and process each resident application. When filling up, please carefully fill up the application form together with a copy of I.C and Drivers License. One I.C. & Driver’s License is entitled to one Access Card. We will be issuing this Access Card base on a person/driver and not to vehicle. A person may own a few cars and we cannot issue card base on the numbers of car you may own since one person can only drive one car at a time. This way we can better monitor, manage and prevent abuses. Please bear in mind that we are doing this for the safety of the residents and their family.

Do contact us if you may have any questions about the above matter and we’ll be happy to discuss it.
