We are pleased to report that by 31 March 2012, it will be exactly a year since TDP1RA took over and re-launched the Guarded Neighbourhood Security Scheme on 1 April 2011. Our subscribers in particular and the Phase 1 Community in general has enjoyed peace of mind with regards to neighbourhood security and safety.

We are pleased to also inform that the number of subscribers to the scheme increased for the 2nd half period from 1 October 2011 to 31 March 2012. The time has now come for the Renewal of Subscription to the Guarded Neighbourhood Security Scheme for the 9 months period from 1 April to 31 December 2012.

The change from the usual 6 or 12 month subscription has been changed to coincide with the Financial and Calendar Year end of the Association to improve Administrative efficiency and effectiveness. This is also done in consultation and advisory with the Registrar of Societies (ROS).

We were however faced with the Acts of God on 25 January 2012 which was the third day of Chinese New Year when a freak storm hit Taman Desa and caused severe damages to the already worn-out Boom Gates. The Committee had sat to review the overall situation and has decided to set-up a sinking fund to fund repair and maintenance for fair wear & tear to Security Equipments which will be further explained in the next section.

2.    CONTRIBUTION TOWARDS SECURITY INFRASTRUCTURE SINKING FUND

The freak storm on 25 January 2012 has caused severe damages to the Manual Boom Gates in place especially those in vicinity of the playground and the post at Jalan Desa Murni. Having seen this as well as our experience over the past year or so, we need to create a sinking fund for the maintenance of all security infrastructure and equipment.

The subscription currently collected goes towards the payment of SECURITY SERVICES rendered by the Security Service Provider. Currently, we are paying RM6.36 per hour (incl. of 6% GST) per security guard. This works out to RM4,655.52 per 24/7 Security Guard. The rate of RM6.36 is WELL BELOW the Government prescribed rate of RM7.95 or RM5,819.40 per 24/7 Security Guard. As such in the longer term, we foresee a gradual increase in rates and ultimately Security Costs.

It is towards mitigating this that the Committee is currently evaluating the setting up of Auto Barrier Gates at ALL POINTS OF ENTRY which, once implemented can if not cap but reduce the rate of increase in overall Costs.

However, we must appreciate the BIGGER PICTURE that the present Security System is an ALL ENCOMPASSING SYSTEM i.e. we cannot have guards without the equipment as it is for the ENTIRE AREA COVERED and NOT limited to selected streets only. The continued success of the Scheme is attributed to the OVERALL SUPPORT of the subscribers and residents.

Towards the above, we are seeking a ONE TIME CONTRIBUTION of RM200.00 PER RESIDENTIAL UNIT.
