公告: 道路通行限制和Wave 通行卡系统

亲爱的先生/女士:

有鉴于最近在郊外岭及其周边地区的罪案率增加,郊外岭(第一期)居民协会计划为了在守卫社区内更进一步的提高安全水平,在前提是要获得郊外岭(第一期)守卫社区85%的居民和业主支持的情况下,从201281日实施以下措施。这些措施是与守卫社区内的全部有缴交守卫费的居民的要求相一致。

道路限制通行如下:

  1. 通过Jalan Desa Aman的入口点的所有交通流量将被永久封闭。围篱和适当的大门将被安装,我们将给予居住在该些大门附近的居民在紧急情况下使用的钥匙。巡逻的保安人员也将在所有的时间带备该钥匙
  2.  以下的2个出口和入口点
  3. Jalan Desa Setia
  4. Jalan Desa Murni


将从早上6点到晚上10点对拥有Wave通行卡的居民开放。没有Wave通行卡的居民和访客不得使用这两个入口和出口点。保安人员仍将驻守这两个入口和出口点。

3.      JalanDesaPermai的入口点(JalanDesaBahagia交界处)是从早上6点到晚上10点开放给所有交通流量以及将会有保安员驻守。

4.      以下的2个出口和入口点:
·         JalanDesaPermai(JalanDesaUtama交界处)
·         JalanDesaRia(JalanDesa Jaya交界处)
将继续24/7(一星期7天,每天24小时)开放给所有交通流量。

5.      那些没有通行卡的居民和访客将会被允许使用在JalanDesaPermaiJalanDesaRia两端有保安员的出口和入口

6.      访客将被要求说明他们打算进入守卫社区的目的,才获准进入。他们将被给予一个标牌,而当离开时,他们需要把该标牌放置在出口点的标牌箱内。

7.      JalanDesaPermaiJalanDesaRia两头的入口和出口执勤的保安人员将以人工方式打开闸门给无Wave通行卡的居民和访客进入和离开。

8.      过了晚上10点后,任何可疑车辆进入这些入口点后将被陪同到他们打算访问的地点

9.      所有缴费及拥有Wave通行卡的居民需要在车辆的挡风玻璃上显示他们的汽车贴纸,以方便值班的保安人员易于识别。

正如上面提到的建议仍然是在规划过程中,及打算在201281日实施,郊外岭(第一期)居民协会将经历以下过程:

     a)     本通告将被分发到所有的居民,也会上传到www.tdp1ra.blogspot.com。值班的保安 巡逻人员也将会挨家挨户地提供本通告。

     b)设立投诉小组委员会,以处理所有投诉,反对和所有居民的意见。从2012624日至2012722日,每逢星期日上午10点至下午1时和下午2时至下午5时,该小组委员会将在郊外岭的民众会堂设置一个柜台

     c)     不同意该项建议中的措施的居民需要把细节填在投诉柜台所提供的反对名单和表格里。抗议时期是从2012622日到2012722日。后了这段期间,所有的抗议将被视为无效。

     d)     不能够在星期天前来投诉的居民敬请联系以下的郊外岭(第一期)的委员会成员,以便和小组委员会预约以提出反对:

     e) 需要得到进一步澄清有关建议要实施的措施的居民也欢迎从2012624日起至7月至22日,每逢星期天的柜台。

     f)       在抗议时期结束后(20127 22日)委员会成员将把由小组委员会收到的总抱怨和抗议制成一个表,以得到提出反对的居民的实际人数

      g)     如果反对的人数是不到守卫社区总居民人数的15%,我们将着手实施该项建议的新措施

      h)     郊外岭(第一期)居民协会将会就该项措施知会吉隆坡市政局,警方,消防局及其他相关的政府部门

       i)        围篱,闸门及Wave通行卡系统的安装工作将会实行

       j)        我们将会举行简报会来教导所有参与的居民如何使用Wave通行卡

      k)      同一时间我们将分发Wave通行卡给所有参与的居民

      l)        实施两个星期的试用期以便居民能熟悉新的措施及如何使用Wave通行卡

     m)   在完成试用期后,该项措施将会全面实行

道路通行限制和Wave通行卡系统的实施里程碑如下:

      a)     618日到621分发通告给守卫社区内的居民

      b)     624日到722- 抗议和反对时期

     c)     723 郊外岭(第一期)居民协会将把收到的总抗议和反对制成一个表,根据总抗议和反对来决定是否要继续或取消该建议中的措施

      d)     724正式通知居民们有关于是否实行该措施的决定

     e)     725日到730如果决定了要实行新措施,郊外岭(第一期)居民协会将会正式通知相关的政府部门

      f)       725日到730将进行安装围篱,闸门,Wave通行卡系统等工作

      g)     725日到815 - 接受,处理申请,分发Wave通行卡

      h)     8 1日到815进行试用期以便居民们熟悉新的措施及Wave通行卡的应用

      i)        816 - 全面实施道路通行限制及Wave通行卡系统

我们新的Wave通行卡系统


信号杆将被安装在所有入口点。这些信号杆将作为我们的Wave通行卡系统。

它是很容易使用的。您需要做的只是停车在读卡器; 把分配给您的卡挥一挥,闸口将自动举起让您通过。一旦你通过了,它会自动再次降下来,等下一辆汽车的到来。读卡器可以在2-3米的距离阅读您的卡。对于那些安装了深色车窗纸的汽车,它可能无法正常运作。因此,当读卡器无法读取您的卡时,请调低您的窗口,然后挥动手中的卡。这将有助于您进入到我们的守卫社区。记住2-3英尺的可读范围。

这新推出的Wave通行卡是专为我们的居民和他们的直接家庭成员所用的。这并不是给朋友,亲戚,补习老师,员工或其他人的。我们将会派发申请表格以便您填写来申请此卡。

2张卡的收费是每张RM30.00,随后的每一张通行卡将是RM50.00。因损坏而被替换或丢失的卡收费将是每张RM100.00。我们收取此费用只是收回此系统相关的成本,加上在所有的入口和出口点置放必要的标牌的成本。我们也将与供应商签有关于在系统无法正常运作时,以及日常维修保养和紧急服务相关的服务合同。我们将从2012816日全面实施此通行卡。而2周的试用期将从201281日开始。

725日和2012815日之间,我们将接受和处理每一个居民的申请。填写时,请仔细填写申请表格及附上身份证和驾驶执照副本。每一张身份证和驾照将只享有一张通行卡。每张卡都有独立的编号编码,并由电脑控制。它可以启动和取消启动每一张个别的卡。当有发生通行卡遗失事件,我们将取消该卡的使用。

我们将以个人/司机为基础而发出此通行卡,而不是根据车辆。一个人可能拥有几辆车,我们无法根据一个人拥有的汽车的数量来发出此卡,原因是每一个人只能每一次驾驶一辆汽车。这样我们就可以更好地监控,管理和防止滥用。我们敬请您记得,我们这样做是为了居民和他们的家人的安全。也请您阅读我们的下一期的简讯,它详细介绍了我们正要实施通行卡系统的几个原因。

注:如果郊外岭(第一期)居民委员会收到的反对和抗议是低于守卫社区之内的居民的15%,此通行卡系统才会被实施。

Objection To Road Access Restriction And Wave Access Card System- Please Exercise Your Rights


We refer to our earlier circular dated 15th June 2012 to all Taman Desa Phase 1 residents which was hand delivered to every single house letter box by the security patrolling officer. For your information the circular has been uploaded it into www.tdp1ra.blogspot.com for residents viewing and record.

We would like to take this opportunity to remind all residents of TDP1RA’s plan to enhance the security level within the guarded community scheme by implementing Road Access Restriction and Wave Access Card System with effect from 01st August 2012 subject to obtaining 85% support from residents and house owners within Phase 1 Guarded Neighbourhood.

As the above mention proposal is still in the planning process and is targeting for implemention by 01st August 2012, TDP1RA will be going through the following process:

a)     Residents that are not agreeable and object to the proposed measures are required to fill up their details in the objection list and form that is made available at the Complaint Counter at the Taman Desa Community Centre which is open every Sunday between 10.00am to 1.00pm and 2.00pm to 5.00pm starting 24th June to 22nd July 2012. All protest after that period is considered invalid.

b)     Residents that are not able to make it on Sundays are required to contact any of the following TDP1RA Committee Members to fix an appointment to meet the sub-committee to lodge your objection and protest of the implementation of proposed measures:

Our New Wave Access Card System


Gentry will be installed at all entry points. These gentry will serve as our Wave Card Entry System.

It is easy to use. All you need to do is stop at the Card Reader; waved your assigned card and the barricade will automatic lift to allow your entry. Once you enter, it will automatically drop again for the next vehicle. The reader can read your card at a distance of 2-3 feet. For cars with tinted window, it may not work well. So when the Reader couldn’t read your card, please lower your window and just wave the card. This will helps you gain entry to our guarded community. Remember the 2-3 feet readable range.

The New Wave Access Card is meant for our residents and their immediate family members only. It is not meant for friends, relatives, tuition teachers, employees or other persons. We will distribute an application form for you to fill in to request for this card.

The first 2 cards is RM 30.00 each and subsequent cards are at RM 50.00 each. Damage or lost card will be replaced at RM 100.00 each. We are charging this fee just to recoup the Association cost for this system plus the cost for putting up necessary signage at all ingress & egress points. We will also have a Service Contract with the Vendor for routine maintenance and emergency service in the event the system is not functioning well. We will fully implement this access card by 16th August 2012. A trial period of 2 weeks will begin on 1st August 2012.
 
Between 25th July and 15th of August 2012, we will accept and process each resident application. When filling up, please carefully fill up the application form together with a copy of I.C and Drivers License. One I.C. & Driver’s License is entitled to one Access Card. Each Card is individually Numbered Coded and control via computer. It can be activated and de-activated individually. In the event a card is reported lost, we will de-activate the card usage.

We will be issuing this Access Card based on a person/driver and not to vehicle. A person may own a few cars and we cannot issue card base on the numbers of car you may own since one person can only drive one car at a time. This way we can better monitor, manage and prevent abuses. Please bear in mind that we are doing this for the safety of the residents and their family. Please also read our next newsletter detailing the few reasons we are implementing this Access Card System.

Caught on Camera


Caught on camera: Suspected cable stealer at Jalan Desa Utama in front of Faber Heights Condominium along the houses of Jln Desa Utama at around 8.40 am yesterday morning, 21st June 2012.

 

 


One of our committee members called DBKL to inform about the theft but no one came over to see for themselves about the missing cable until today afternoon (22/06/2012). For everyone knowledge yesterday night street lights along Jalan Desa Utama toward Jalan Desa did not function.


Announcement- Road Access Restriction and Wave Access Card System

Dear Sir/Madam,

Ref: Announcement- Road Access Restriction and Wave Access Card System

In view of the recent increase in crime rate at Taman Desa and its surrounding area, TDP1RA is planning to enhance the security level within the guarded community scheme by implementing the following measures with effective from 01st August 2012 subject to obtaining 85% support from residents and house owners within phase 1 guarded neighbourhood. These measures are consistent with the request of all Subscriber Residents within guarded neighbourhood.

Road access limitation as per:

1.       Entry point through Jalan Desa Aman will be closed permanently to all traffics. Fencing with proper gates will be installed with keys to the gate will be given to residents residing nearby to the gate for usage during emergency situation. Also patrolling security officer will be carrying the key to the gate at all time.

2.       2 points of ingress & egress at:

·         Jalan Desa Setia
·         Jalan Desa Murni

will remain open from 06.00hrs to 22.00hrs and accessible ONLY by residents with  wave access card. Residents without wave access card and visitors are not allowed to use these two points of ingress and egress. Security guards will still be manning these two points of ingress and egress.

3.       Entry point at Jalan Desa Permai(junction of Jalan Desa Bahagia) is accessible to all traffics from 06.00hrs to 22.00hrs and will be manned by security guards.

4.       2 point of ingress and egress at:

·         Jalan Desa Permai(junction of Jalan Desa Utama)
·         Jalan Desa Ria(junction of Jalan Desa Jaya)

will remain open 24/7 and accessible to all traffics.

5.       Residents without wave access card and visitors are allowed to entry and exit through both end of Jalan Desa Permai and Jalan Desa Ria which will still manned by security guards.

6.       Visitors will required to state their intention of entering the guarded neighbourhood before they are allowed to enter and they will be given placards that they need to drop inside a placard box at the point of exit.

7.       The guards on duty at ingress and egress points at both end of Jalan Desa Permai and Jalan Desa Ria will open the boom gate manually for residents without wave access card and visitors to enter and exit.

8.       Any suspicious vehicle entering these ingress points after 2200hrs will be escorted to the said location that they intend to visit.

9.       All subscribing residents with wave access card are required to display their car stickers on the windscreen of their vehicle for easy identification by the guards on duty.

As the above mention proposal is still in the planning process and is targeting for implemented by 01st August 2012, TDP1RA will be going through the following process:

b)     Setting up of complain sub-committee to handle all complaints, objection and views from all residents. This sub-committee will setup a counter at Taman Desa Community Hall every Sunday from 24th June to 22nd July 2012 between 10.00am to 1.00pm and 2.00pm to 5.00pm.

c)      Residents that are not agreeable and object to the proposed measures are required to fill up their details in the objection list and form that will be made available at the complaint counter. The protest period will be from 22nd June to 22nd July 2012. All protest after that period is considered null and void.

d)     Residents that are not able to make it on Sundays are required to contact any of the following TDP1RA committee members to fix an appointment to meet the sub-committee to lodge your objections:

e)      Residents who require further clarification of the proposed measures are also welcomed to visit the counter on Sunday from 24th June to 22nd July 2012.

f)        At the end of protest period (22nd July 2012) the TDP1RA committee members will tabulate the total complain and protest received by the sub-committee to get the actual number of residents that have raised their objection.

g)      If the numbers of objection is less than 15% of the total residents within the guarded neighborhood than, will proceed with the implementation of the proposed new measures.

h)      TDP1RA will officially notify DBKL, Police, Bomba and other relevant authorities about the implementation.

i)        Installation of the fencing, gate and the wave access card system will take place.

j)        Briefing session on the usage of wave access card to all participating residents will be conducted.

k)      Simultaneously the wave access cards will be distributed to all participating residents.

l)        Two weeks trial period will be conducted to get the residents familiarize with the new measures and also the usage of wave access card.

m)     Full-fledged implementation will take place upon the completion of trial period.

The milestones of the process implantation of “Road Access Restriction and Wave Access Card System” as per below:

a)     18th June to 21st June 2012- distribution of circular to all residents within the guarded neighbourhood.

b)     24th June to 22nd July 2012- protest and objection period

c)      23rd July 2012- TDP1RA committee will tabulate the total complains and objection received and decide to either to go ahead or call off the implementation based on the total number of objection receive.

d)     24th July 2012 Official notification to all residents the final decision of the proposed implantation.

e)      25th July to 30th July 2012- TDP1RA will officially notified all relevant authorities if it is been decided to go ahead with the implementation.

f)        25th July to 30th July 2012- Installation of the fencing, gate and the wave access card system will take place.

g)     25th July to 15th August 2012- Accept, process and distribution of wave access card

h)      1st August to 15th August 2012- Trial period will be conducted to get the residents familiarize with the new measures and also the usage of wave access card.

i)        16th August 2012- Full-fledged implementation of the “Road Access Restriction and Wave Access Card System” will commence.
