IMPORTANT UPDATES – TAMAN DESA PHASE 1 GUARDED NEIGHBOURHOOD SECURITY

29th June 2011: We were informed and subsequently confirmed by the OC Balai Polis Brickfields, Inspector George that there has been a massive spate of house break-ins in Phase 2 over the last several weeks. This is a major concern for ALL residents of Taman Desa regardless whether they live in Phase 1 or 2. Whilst those of us within the Phase 1 Guarded Community thank our blessings our prayers go out to our friends and families living in Phase 2. Notwithstanding that we at Phase 1 have been fortunate thus far, we have to acknowledge the fact that the Phase 1 Security System currently in place have served as a significant deterrent.

We are not resting on our laurels and past track record. If anything, the past record on serves to give us greater impetus to ensure that the present Security Scheme continues with greater strength and vigilance making Taman Desa Phase 1 the Neighbourhood Of Choice and Model for Guarded Neighbourhood. Community Policing

Community Policing- Malaysia Police Force

Answer :
Community Policing is whereby the local community work closely with the police for crime prevention.

How can I join Community Policing?
Answer :
You can apply to your various local police station and contact the local OCS.

Is there any police power vested on the members of Community Policing?
Answer :
Absolutely No.

What is the benefit can I derive from joining Community Policing?
Answer :
You will become more crime wary and chances of you becoming a victim will be lessen through the understanding of how the local crime work in your involvement of Community Policing.

I am working and I don't have much time but I want to join Community Policing. I am afraid that I have no time.
Answer :
A member of Community Policing does not report to the police station daily. Members will need to attend meeting once a month and participate in crime prevention activities.

How can I help in crime prevention?
Answer :
You can help to watch out by informing the police whatever suspicious characters and jot down the particulars of suspicious vehicle and provide them to the police.

When I give information, will my identity be reveal?
Answer :
No. All information provided to the police is confidential.

Answer :

Can a public member make a citizen arrest?
Answer :
Yes. A public member can make a citizen arrest under Section 27 of CPC where an arrestable offence is committed in his view. He can also arrest anyone which falls under proclamation by Section 44 of CPC.
Example 1: Mr. A saw a person snatching the gold chain of Miss X. Mr. A can arrest the suspect and inform the police immediately.
Example 2: Mr. A reading newspaper was informed by his son B, that a snatch theft had taken place and B know where is the suspect. A & B cannot go and arrest the suspect. They can only inform the police.

Are members of the public duty bound to render assistance to a police officer in the execution of his public duty?
Answer :
Section 11 of CPC imposes a positive legal obligation on members of the public to assist the police officer in the taking or preventing the escape of any individual whom the police officer is authorised to arrest.

Member of public who intentionally omits or refuses to help the police can be charge under Section 187 of Penal Code where upon conviction is liable to fine and jail up to 6 months

Example: Mr. Rosli a police man while apprehending a suspect asked Mr. Chan to assist where Mr. Chan intentionally refuse and ignored to help, therefore Mr. Chan can charge under Section 187 of Penal Code.

How to arrest a person?
Answer :
Section 15 of CPC, while arrest the police officers or individual making the arrest shall touch or confine the body of the person to be arrested unless there is a submission to custody by word or action.
If such person forcibly resist arrest or attempt to evade arrest, such officer or other person may use all means necessary to effect the arrest.
Nothing in this section gives a right to cause death of a person who is not accused of an offence punishable with death or with imprisonment for life.
