Regrettable Incident at Taman Desa


On Saturday 08/09/2012 at approximately 4.50pm, an unpleasant incident of harsh exchange occurred at the Taman Desa Community Centre where an individual who is also a TDRA Committee member made allegations that a gentleman of over 70 years of age was purportedly beaten up by Committee Member(s) of TDP1RA to several TDP1RA Committee Members who were at the Community Centre. When TDP1RA Committee Members responded that the allegation made was not true and asked for evidence in support a heated verbal exchange started. The TDRA Committee member turned aggressive and went to the extent of "dislodging from his Motorbike and throwing his crash helmet on the floor" whilst uttering profanities & swearing. He went to the extent of racial abuse openly asking why TDP1RA Committee member(s) support people of a different race! Throughout the 10 to 15 minute incident the TDRA Committee member appeared to be provoking for retaliation. It was fortunate that common sense & rational minds prevailed and the TRP1RA Committee members chose not to react in a physical manner. 

The incident is much regrettable for the following reasons:

1)   The individual who is also a TDRA Committee member instead of making allegations should have attempted to seek clarification and neutralize/dispel stories which are rumours and unsubstantiated. Community Leader shall not provoke and fuel unsubstantiated stories which divide a community.
2)   Public behaviour that is unbecoming of a Community Leader is unfortunate
3)   Stirring up racial sentiments openly can be deemed seditious & threatens Public Peace & Order.

Moving forward, we urge readers of this article in particular residents from Taman Desa & its surrounding to check with the right sources when they hear rumors & allegations of impropriety & violence. 

Our enemies are the Burglars, Snatch Thieves, Carjackers etc. who are Criminals, NOT residents which, the guarded community serves to protect. Much effort has been put into the security system in place. It has proven its effectiveness. Detractors now want to see the scheme Fail & collapse.

I urge all readers of this news to remain level headed at all times.

Proposed Permanent Closure of Jalan Desa Aman- Sabotaged


To All Subscriber Residents,

All you are aware, pursuant to the submission of the above proposal to Dewan Bandaraya Kuala Lumpur (“DBKL”) and other relevant authorities in August 2012, we had subsequently put in place several barricades (12), warning cones (13) and one (1) iron sign board at Jalan Desa Aman (“Post 2”) effective 01st September 2012.

However, to our surprise on Tuesday morning of 11th September 2012, the Enforcement Unit of DBKL came without notice to confiscate all the above-mentioned items into their truck, and without even informing any of the Committee members.

This was done despite the efforts by several Committee members who had earlier on 5th of September 2012 obtained an assurance from the DBKL Cawangan Seputeh that the summons will be channeled to the respective unit for cancellation since the Association had submitted the proposal for permanent closure. For your information, the summons was issued by a new Supervisor who just reported for duty the day before to Cawangan Seputeh and apparently the matter was not informed to higher authority. The Cawangan Seputeh DBKL Manager has confirmed that he was not aware about the issuance notice of compound and summon.

On the same afternoon of 11 September, several Committee members met up with the Director of Enforcement DBKL (Pengarah Penguatkuasaan DBKL at his Jalan Tun Razak Office) to obtain clarification on the confiscation. Apparently, it transpired that there were lots of mis-communication between the various DBKL Units and “intervention” by various parties within our Taman Desa neighbour-hood who hid behind anonymous identities to make public complaints (so called “Aduan Awam”) on our Security Scheme and various initiatives. It looks like they are having personal vendetta and interest to see the scheme to collapse. Nevertheless, the Director agreed to cancel the summons and to return forthwith the confiscated items to the Association, and to make efforts to coordinate with the various DBKL Units in order to ensure that this kind of incident will not happen again.

On Wednesday morning of 12th September, DBKL returned the confiscated items to us, except for the iron sign board for which we will make a claim against DBKL since we had photographic evidence that their officers had loaded the same on the truck.

In order to minimize or even prevent possible future attacks on our Security Scheme, we will be embarking on several public relations and negotiation efforts with interested parties and higher Authorities to ensure that the safety and security of the residents are given utmost priorities. We genuinely believe that with better cooperation and understanding from all stakeholders, we should be able to serve the interests of community in the spirit of Muhibbah and a truly united 1Malaysia.

RAs seeking Govt’s help

PETALING JAYA: With security being stepped up at shopping malls following a spate of incidents there, residents' associations (RAs) are calling on the Government to “empower” them by extending help to housing areas as well.

RAs are seeking smart-partnerships with the relevant authorities such as the police and local councils to further improve security in their areas.

Medan Damansara RA secretary Peter Raiappan said the fear of crime has led residents to take proactive measures by hiring security services.

“There should be a way for the authorities to regulate, train and empower private security personnel to ensure they are able to perform their duties more effectively,” he said.

Among the proposals, he said were uniform guidelines for RAs wishing to engage private security services and standard operating procedures for RA guard posts.

He cited examples where arguments have ensued when visitors were stopped by security personnel for verification.

“The police should give some basic training to guards manning such posts like what is being done for security personnel at the malls,” he added.
  
He also called on the Government to consider providing subsidies for eligible RAs.

“Residents pay between RM50 and RM150 a month for private security services.

“However, it is unfair as some residents refuse to contribute although they enjoy the added security,” he said.

Bandar Utama RA chairman Lim See Meng supported the proposal to empower RAs as it would complement the government's efforts to ensure the safety of citizens.

“Empowering and training security personnel would help security guards discharge their duties more effectively,” he said.

He noted that many security firms are forced to rely on foreign and untrained personnel.

He said currently his RA forks out RM1.5mil a year for private security services.

Currently, the Petaling Jaya City Council (MBPJ) provides a RM5,000 incentive annually to all eligible RAs under its Neighbourhood Safety Team Programme for the purpose of organising security-related programmes.

Housing and Local Government Minister Datuk Seri Chor Chee Heungsaid he would comment on the matter soon.

ROAD CLOSURE- JALAN DESA AMAN

In view of the recent increase in crime rate at Taman Desa and its surrounding area, TDP1RA is taking steps to enhance the security level within the guarded community scheme by implementing the following measures with effective from 01st September 2012.

Entry point through Jalan Desa Aman will be closed PERMANENTLY TO ALL TRAFFICS. Fencing with proper gates will be installed with keys to the gate given to residents residing nearby to the gate for usage during emergency situation. Also patrolling security officer will be carrying the key to the gate at all time.

Note: We have officially notified DBKL Headquarters, Brickfields District Police, Kuala Lumpur State Fire and Rescue Department. Taman Desa and Brickfields Police Station and Taman Desa Fire and Rescue Station were also informed about the above road closure.

Selain itu Balai Polis Taman Desa, Brickfields dan juga Bomba dan Penyelamat Taman Desa telah dimaklumkan mengenai penutupan jalan tersebut.

COMPLAINTS AGAINST TDP1RA GUARDED SECURITY INITIATIVES


Pursuant to the EGM on 11 August 2012 which approved the motion to set-up Wave Card Access System and the Budget to carry out the project. TDP1RA on 16 August 2012 submitted its Papers to DBKL for final endorsement prior to the implementation. This trip down to DBKL Jabatan Pengangkutan Bandar turned out to be more than just a routine submission of documents and extending Raya Greetings.

During the visit coincidently Jabatan Pengangkutan Bandar received complaint from sources believed to be the same as those who had made reports in June / July 2011 as the complaint this time was the alleged absence of any action taken by the DBKL despite the complaints having gone to the press! It was obviously unknown to the complainant(s) that:

a)     The matter was addressed in subsequent meetings between TDP1RA & DBKL whereby there are certain INACCURACIES by the complainant & as reported by the Press.

b)     There is a significant majority across the affected community in support the closure as well as the security scheme’s functions.

c)      Mitigating measures have been taken and ARE IN PLACE therefore measures taken by TDP1RA meet DBKL requirements.

Further to the above, DBKL also shared with us the list of Complaints and the NAMES OF REGULAR Complainants.

To this, we were surprised that there is a small group of residents who not only do not pay but HAVE BENEFITED from and ENJOYED the safety and peace arising but yet chooses to complaint incessantly to see the collapse of the security scheme.

Towards this the Committee of TDP1RA is baffled why are there people living within the community wish to see the majority wishes to fail. Do they want crime to be happening wantonly in Phase 1? How would they feel if THEY become victims of crime? Is it worth it all? We noted that some complainants are those who find RM80.00, RM120.00 or RM150.00 too much. Fine and well but do you have to try destroying the safety enjoyed over the last 2 years or more?

On this note, the Committee urge subscribers and supporters when given the opportunity to “tell your neighbours and friends who do not support the security scheme” to please do not disturb if you do not support. If they believe they can do better than please come offer themselves and not just throw stones on people working hard.

The Committee wishes to inform that we shall take all necessary action to defend the scheme and if necessary institute legal action to defend the Guarded Security Scheme from unscrupulous, irresponsible and mercenaries working / representing antagonists and oppressors.

Dog owners must have a care

IS THERE a law against dog owners making their pets pee and poop in front of the houses of neighbours? This has become common practice in Klang, and is most annoying and upsetting.

Imagine driving out of your home in the morning only to run over a fresh pile right in front of the driveway. Imagine having visitors come over only to be greeted by poop at the front gate.

These dog owners would never have their dogs do it in front of their houses. Oh no, they are taken for walks along the grass patches near the homes of others for this unsightly and foul business.

Where I live, at least a dozen households take their dogs for walks along the roads – a few times a day. You can only imagine what this amounts to.

Pet waste should never become a neighbourhood nuisance and hazard. Not only is this inconsiderate and selfish, it also gives all good dog owners a bad name. Can anything be done to stop this?

Launching of Ops Selamat Campaign in Taman Desa

A two-week campaign Ops Selamat, which runs from Aug 15 to Aug 25 was launched in Taman Desa by Kuala Lumpur Police Chief Datuk Mohmad Salleh in conjunction with the coming Raya celebration.

"The Ops Selamat approach is the brainchild of Inspector General of Police Tan Sri Ismail Omar who decided to change what was previously known as Ops Sikap to Ops Selamat this year.

Ops Selamat focuses on ensuring that house owners secure their properties before leaving for Hari Raya holidays as well as urging them to be safe on the road.

This Ops Selamat would involve traffic policemen, General Duty personnel, Air Unit and Marine Police to ensure smooth traffic flow, to minimise accidents on road and at sea, as well as to prevent house break-ins,

We the committees of TDP1RA are honoured that Taman Desa was chosen as a launching pad for the campaign.

Our Kawasan Rukun Tetangga Taman Desa chairman Mr. Siva Ananthan delivered the speech on behalf of Taman Desa residents.

All present were treated to a buka puasa dinner by Kuala Lumpur Police.
