Temporary Road Closure During Chinese New Year Long Holidays


05TH February 2013

Dear Fellow Residents,

In view of the recent increase in crime rate at Taman Desa and its surrounding area, TDP1RA is planning to enhance the security level within the guarded community scheme by implementing the following measures during the long Chinese New Year holidays. We are also been made known that a large number of residents will take be taking advantage of the long holidays to go away.

The temporary measures will take effect from 10.00pm 8th February to 06.00am 18th February 2013.

Road access limitation as per:

1.       Post 1 at junction of Jalan Desa Utama and Jalan Desa Permai will be operating 24hours daily.

2.       Post 5 at junction of Jalan Desa Ria and Jalan Desa Jaya will be operating 24hours daily.

3.       Entry point through Jalan Desa Aman(Post 2), Jalan Desa Permai(Post 3), Jalan Setia(Post 4) and Jalan Desa Murni(Post 6) will be closed 24 hours for all traffics and will be opened for usage during emergency situation.

Motorbike patrolling will be increased during this period.

Replacement Of Passive Wave Access Card With Active Wave Access Card

Dear Fellow Phase 1 Residents,

Since the implementation of the wave access card, we have received quite a number of complaints from our subscribers having difficulty in using the wave access card to enter and exit our guarded neighbourhood scheme.

We are pleased to inform pursuant to the complaints we deliberated the issues with the contractor. The primary source of the problem lies with vehicles with heavy windscreen tint, i.e: Windscreen Tints that have high level of metal content will have problem with the present wave access card.

The contactor has proposed that vehicles with heavy tint to use Active Wave Access Card which will overcome the present problem. Several committee members carried a trial run using the Active Wave Access card which has proven to be successful.

TDP1RA therefore would like to propose that all subscribers facing problem using the present wave access card to apply to get their cards replaced and pay the differential amount to obtain the new card.

Each Active Wave Access Cards is priced at RM 100.00 per card. Existing wave access card holders will be required to surrender to card and pay the difference amount of RM 70.00 per card to obtain the new active wave access card

Please contact the security patrolling officer, guard on duty at guard post or else Mr. Wong Chiew Pin to collect the replacement application form.

TAMAN DESA PHASE 1 GUARDED NEIGHBOURHOOD SECURITY SCHEME- RENEWAL NOTICE 2013

Dear Fellow Phase 1 Residents,

We are pleased to inform that our Guarded Neighbourhood Security Scheme for Phase 1 has been enhance successfully starting from 01st December 2012 by implementing wave access card and permanent road closure at Jalan Desa Aman. These measures are consistent with the request of all Subscriber Residents within guarded neighbourhood.

In addition to the above, we are in process of re-implementation of the Security SOP which was interrupted. This will include a detailed review of the Security Terms of Reference to ensure that we get the best possible levels of Security Services. Some major changes on improving the security level within the “Guarded Neighbourhood” been drawn out and we are waiting for final approval from the authorities before it can be implemented.

(The subscription fees will be collected on half yearly basis for period from 01st Jan 2013 to 30th June 2013) Kindly issue crossed cheque payable to “TDP1RA”. However we welcome yearly payment of which discount of one(1) month subscription will be given for yearly subscription made in single payment as shown in the table above.

Access cards for residents' security


THE Taman Desa Phase 1 Residents Association (TDP1RA) has gone "hi-tech" with the security system in its neighbourhood. The TDP1RA has now installed a wave card system for the convenience of residents. The access card will allow the residents the luxury of entering and exiting their neighbourhood while in their vehicles.

KUALA LUMPUR: The system is similar to the Smart Tag system.

TDP1RA spokesman Philip Phang said the access card project was implemented in April.

"The idea for the access card came about while we were brainstorming on how to increase the level of security and at the same make it convenient for the residents to enter and exit the neighbourhood.

"After months of visiting other gated and guarded communities, we came across the idea of an access card. We then made the proposal to the committee and they agreed to implement it," he said.

The access card system is located at Jalan Desa Permai, Jalan Desa Ria and Jalan Desa Setia. However, those who do not have the access card can still use the road as the TDP1RA has installed an electronic button to open the boom gates. 

Phang said the TDP1RA had raised the monthly security fees from RM30 to RM80 for a terrace house, RM40 to RM120 for a semi-D and RM50 to RM150 for bungalow.

Phang said the hike in security fees was necessary to sustain the security measures in the neighbourhood.

"Before this the residents were only paying for the guards to patrol the area. Now, we have boom gates, CCTVs, guard house and access card system for their convenience. The moment we started the new scheme, the subscription rate went up to more than 90 per cent," he said.
The TDP1RA has got the support of the Safety and Fire Department, Police and City Hall.

Phang also said that one of the main reasons of increasing the level of security in their neighbourhood, was because of the high crime rate.

"In a span of five months, there were more than seven break-ins, car and snatch thefts. Before the boom gates and CCTVs, there was weekly snatch thefts and at least one car will get stolen a month," he said.

Phang said another security measure was to install a gate in Jalan Desa Setia and Jalan Desa Permai.

"We have installed an eight-feet gate at both roads and the roads are closed from 10pm to 6am. Anyone who wish to enter the neighbourhood after 10pm can use Jalan Desa Ria," he said.

Phang said there has been zero incidents since they closed up the road last month.

居民投訴圍籬封死道路‧市局拆除居協再建

(吉隆坡22日訊)吉隆坡市政局以舊巴生路郊外嶺迪沙阿曼路的圍籬不符規格,今早進行拆除工作;但有關路段過後又出現來歷不明的路障式"圍籬
據瞭解,郊外嶺第一期居民協會(TDP1RA)是在今年8月開齋節後,在迪沙阿曼路設置欄桿和籬笆。
有關圍籬和欄杆屬於封死"類型,影響居民進出,該路18戶居民曾投訴面對極多不便
城市交通組副主任阿都哈密今天上午帶領市政局執法人員前往郊外嶺迪沙阿曼路拆除圍籬,拆除工作進行時,一名相信是來自居協的居民阻止有關拆除工作,不過卻引起迪沙阿曼路居民的反彈。
市政局最後在半小時內把圍籬和欄杆拆除和載走。惟在不久後,原有的地點卻出現了類似圍籬的路障
阿都哈密:接居民投訴才拆除
阿都哈密指出,市政局是在接獲郊外嶺迪沙阿曼路居民投訴圍籬封路的投訴後,派員瞭解情況,並決定進行拆除工作。
我們拆除迪沙阿曼路的圍籬和欄杆,是因為有關設置不符規格,居協大可雇人看守欄杆處,避免該路被`封死。"
根據《大都會》記者向當地居民瞭解,有關圍籬是由去年成立的郊外嶺第一期居民協會設立,雖然居民多番投訴,但居協都以安全考量不願拆除有關圍籬。
居協:設置前居民沒反對

將召集緊急會議

郊外嶺第一期居民協會主席黃先生受《大都會》詢問時表示,居協在迪沙阿曼路設置欄桿和籬笆前,曾連續在5個星期天在該花園的草場設立柜台給居民提呈意見,但沒有居民提出反對。
他補充,當居協在迪沙阿曼路設置欄桿和籬笆後,居民才向居協提呈反對。
我們設立圍籬是擔心竊賊會通過迪沙阿曼路進入迪沙幸福路(Jalan Desa Bahagia)。"
他強調,他們把圍籬計劃的報告書呈交給市長時,市長原則上沒有反對他們在迪沙阿曼路設置圍籬,豈料較後卻被市政局拆除圍籬。
無論如何,他將召集居協成員進行緊急會議,並在近期和市政局會面,以尋找解決方案。
彭建明(郊外嶺睦鄰計劃委員):設圍籬前曾三次通知居民
我們在迪沙阿曼路設置圍籬前,曾三次發出通告給居民,其中一次還是親手交給居民和要他們簽名證明收到傳單,惟他們都沒有按照傳單內容到柜台向我們提出反對設置圍籬,所以我們就安裝了圍籬。
由於對警方的辦事效率沒有信心,所以我們決定自救。我們其實已向市政局提呈圍籬申請,目前申請程序還在進行中。我們對市政局強硬拆除圍籬感到遺憾,並會開會尋找解決方案。"
柯其美(迪沙阿曼路居民,70歲):要求拆圍籬遭恐嚇打
我曾因要求拆除圍籬一事遭恐嚇和打傷,我也針對此事報警,並因過於激動而被醫生要求留院觀察。
我覺得關閉迪沙阿曼路是很危險的做法,也對居民造成不便,進出住家都需要繞路而行,浪費汽油和時間。"

迪沙阿曼路只有18間住家,我在這裡住了20多年,只發生一次鞋子被偷事件
我個人覺得這裡治安不錯,沒有必要圍籬和封鎖道路。"

我們向居協反對設置圍籬不果後,即在9月開始向吉隆坡市政局投訴,經過數個月的書信來往,市政局終於拆除圍籬。
我覺得居協要設立圍籬,理應要聘請守衛看顧,而不是為了省錢而關閉我們的道路,讓我們出入不便。"(星洲日報/大都會)

Phase 1 Guarded Neighbourhood Security Scheme- Operating Procedures- Best Practices

DOs

o    Get to know and co-operate with the Guards (they may be your Saviour)
o    Install a PANIC trigger system in your home
o    Arm your HOME ALARM at all times (if you have one installed)
o    Walk on the opposite direction of the TRAFFIC flow
o    Stay alert of VEHICLES esp. those with heavily tinted windscreens
o    Check for VEHICLES that may be trailing you home, even at daylight
o    Let the VEHICLES pass and make them notice that you are using your handphone to call for assistance

DO NOT’s

o    Talk to STRANGERS including ladies, even if they are polite and smartly dressed
o    Open your house gate or doors to STRANGERS,  some may come with children

NOTICE: WAVE ACCESS CARD SYSTEM IMPLEMENTATION


  1. Wave Access Card is scheduled for implementation by 16/11/2012.
  2. Renewal Notice together with Security Scheme Subscription Renewal and Wave Access Card Purchase Forms already been delivered to all houses on 22/10/2012. Please fill up the forms and enclose ALL the required document and hand over to the respective street leaders. Incomplete application will be rejected.
  3. ALL application for wave card must be enclosed with valid driving license and IC photocopy. Please cross the IC and license photocopy and write "FOR TDP1RA USE ONLY”
  4. Application forms are also available at www.tdp1ra.blogspot.com.
  5. You can also contact the security patrolling officer at 012-920 6068 if you need the forms.
  6. DO NOT wait for last moment; we need at least 7 days to process each application.
  7. The Wave Access Card is meant for our residents and their immediate family only who living at the same address only.
  8. Wave Access cards WILL NOT be issued to their friends, relatives, tuition teachers, employees or other persons NOT LIVING within the Guarded Community.
  9. Wave Access cards WILL NOT be issued to any subscribers family members living outside our guarded neighbourhood.
  10. All vehicles using the wave access card must also have valid vehicle windscreen stickers displayed on the vehicle.
  11. Any user of wave access card that do not have valid windscreen stickers displayed will have the cards deactivated and cancelled.
  12. We will be issuing this Access Card base on a person/driver and not to vehicle.
  13. One I.C. & Driver’s License is entitled to one Access Card.
  14. Card is individually Numbered Coded and control via computer. It can be activated and de-activated individually.
  15. In the event a card is reported lost, we will de-activate the card and barred it's from being used.
